Connecticard is a cooperative borrowing program among the state's public libraries.  Administered by the State Library, libraries receive an annual reimbursement  for providing service to non-residents.

In October of 2003 the Advisory Council on Library Planning and Development and the Connecticut Library Association formed a task force to examine the Connecticard program.   They submitted a preliminary report on February 2004.
