Concerning filtering  and technology plan requirements under the E-Rate program and Library Services and Technology Act grants.  I have included links to more detailed discussions on WebJunction Connecticut but here is a summary of the requirements: 

1.  A library must be CIPA compliant if they receive E-Rate discounts for Internet Access or Internal Connections.  CIPA compliance is not required if they only apply for discounts in the Telecommunications category.  Since the Connecticut Education Network only applies for Telecommunications, libraries receiving service through CEN/DOIT need not be CIPA compliant.

2.  Libraries applying on their own for E-Rate discounts in any category must have an up-to-date technology plan approved by the State Library.  Do not let technology plans lapse!  The only exception is if you are applying for basic telephone service; if this is the case your library is not required to submit a technology plan for approval. 

CEN submits a technology plan on behalf of the entire state for their application.  If a consortium applies for discounts on your behalf, please address your questions regarding your tech plans to their office.

3.  For Library Service and Technology Act (LSTA) grants, CIPA requirements only apply to libraries that use LSTA funds to pay for a computer to access the Internet or to pay for direct costs to access to the Internet (the Connecticut State Library has not awarded funding for either use since 2004).
